Coalitions for Clean Universities: Enhancing Integrity in Higher Education in Albania

Corruption remains one of the most serious challenges in Albania, particularly in the higher education sector. Students, lecturers, and administrative staff often find themselves in a complex system of relationships that discourages the reporting of corruption. Concerning practices such as offering bribes or favors in exchange for grades or diplomas have created a dangerous coexistence that severely undermines the quality and credibility of education. Furthermore, the lack of clear mechanisms for reporting and addressing such phenomena has left significant room for impunity and distrust.
Our project emerged from the urgent need to improve academic integrity and strengthen a culture of accountability in Albanian universities. To make this possible, it is essential to create synergies among various stakeholders and build a unified voice supported by public opinion.
The project is based on three main pillars: Drafting, Dialogue & Enhancement, and Awareness.
The main objectives of the project are:
- To combat corruption in higher education through improved policies, increased awareness, and strong institutional and social networking.
- To identify existing mechanisms for preventing, reporting, and addressing active and passive corruption in universities.
- To build and strengthen collaborations that promote integrity through the involvement of stakeholders and public awareness.
What we aim to achieve:
- Drafting a comprehensive report on existing anti-corruption policies and recommendations for their improvement.
- Building dialogue and collaboration in three public universities – University of Tirana, “Aleksandër Moisiu” University in Durrës, and “Ismail Qemali” University in Vlorë – to engage key actors both within and outside the institutions.
- Public awareness through activities, articles, and media content that promote transparency and support cultural change in education.
This project aims to serve as a model for all universities in Albania, promoting the exchange of experiences and the dissemination of best practices. With the joint commitment of society, universities, and institutions, we believe it is possible to build a more honest, higher-quality, and trustworthy education system for Albanian youth.
