Sustainability Monitoring

The All Green Center launched in January this year the implementation of the initiative “Monitoring for Sustainability,” supported by the European Union as part of the project “Civil Society Against Corruption: From a Local Challenge to a European Response!” The project is being implemented in the municipalities of Devoll and Kolonjë, within the Korçë County municipalities.

The main objective of the initiative is to prevent corruption in land use in the municipalities of Devoll and Kolonjë by monitoring decision-making processes and empowering the community in the Korçë region to ensure sustainability.

Specific Objectives:

  • Monitoring decisions and processes, and assessing environmental impacts resulting from land-use changes—from forest and pasture land to photovoltaic power plant development—in the municipalities of Devoll and Kolonjë.
  • Promoting active community participation, especially among women, girls, and youth, in monitoring, advocacy, and following up on decision-making processes in the municipalities of Korçë County.

Target Results:

R1. Decisions monitored for corruption risks in the change of land use from natural to industrial (photovoltaic plants) over a 3-year period, assessment of long-term environmental impacts, and a concrete action plan developed for 2 municipalities.

R2. Municipalities oriented toward more transparent and sustainable decision-making in land-use changes, taking into account impacts on natural receptors and climate change adaptation.

R3. Women, girls, and youth involved in decision-making processes regarding changes in natural land use, its development, and adaptation to climate change.

R4. Increased capacities among women, girls, and youth for monitoring high-risk corruption decisions and advocating for issues related to environmental protection and climate change adaptation.

R5. A promoted example of monitoring high-risk corruption decisions with an impact at the local level.

Activities:

A1. Preparation of the monitoring report on municipal procedures for changing land use from natural to industrial (construction of solar power plants);

A2. Two informational meetings with residents (mainly women and girls) in the targeted municipalities;

A3. Six training sessions in six high schools in the targeted municipalities and those within the region;

A4. A regional forum (Korça Region) to raise public awareness and share positive experiences on decision-making, corruption risk, and the importance of nature conservation for climate change adaptation;

A5. Production of an investigative documentary on decision-making issues related to land use changes, particularly in forests and pastures, and their impact on nature and the environment;

A6. Presentation of the Monitoring Report to the Municipal Councils;

A7. Implementation of a promotional campaign on the issue of decision-making regarding land use changes, their impact on nature, and adaptation to climate change, as well as the overall activities of the project.
